In my apartment complex, a neighbor had bedbugs and moved to another building within the complex. I wasn't aware of the problem until after the neighbor's move and after I started waking up with bites on my arms and legs. Cannot prove complex management knew of issue and "quietly" moved the neighbor, but the move was abrupt and without explanation by neighbor who was usually very friendly and talkative.
