I lived in 1823 Lincoln Av last year and one of my roommates began to get bites from something. We discussed it with the landlord and she agreed to pay for half to do one room but would not do the whole house even though we asked. She said we would have to pay for it, and being poor students we did not have the money. We did the one room and didnt seem to have any other problems. When we moved out my other roommate found bedbugs all in her mattress and the landlord refused to pay for another one
