I have to partially disagree with the previous poster. Yes, there is a bedbug infestation, but it is one that can be contained and dealt with. Follow-up treatments in the months after an initial extermination are normal, and an old house with 6 apartments may still offer the insects enough hiding places to persist and return after months.
