This address has 2 apartments one on the upper and one on the main level (the basement is not a residence). Again I was severely bitten here as well. This is an old old house and has had many problems with bed bugs for years now. Again the resident did not alert the landlord or the tenants living upstairs. After the resident moved out to a different address the landlord has since renovated it and the problem has never been addressed.
