Bed bugs found in 2nd floor apartment in June. The tenants set off a bomb. None of the other tenants in the building were informed of the bed bug problem. In July, bed bugs were discovered in a 1st floor apartment. The 1st floor tenant notified the landlord and other tenants in the building. The landlord did nothing to address the problem.
