4 bed bugs found in different parts of the apt; the owners refused to treat it properly; some of the tenants also did not want to go through the hassle of packing up entire apt

the bed bugs came from the downstairs neighbors (confirmed by maintenance person); the neighbors to the left have also thrown out various mattresses
