Report it to 311, they will send an inspector, and fine your landlord until the matter is resolved. Get any & all neighbors to call as well. In addition send a certified letter to your management company or landlord, stating there are bed bugs in your apartment and known others, and they must treat according to NYC law. Just take a look at your lease, all NYC leases make the landlord responsible for a Pest free environment, this absolutely includes bed bugs.

Every floor has bed bugs.
They live in the walls.
Landlord refuses to spend any money on getting rid of them. Apparently the only way to get him to budge is to take him to court through the state.
Do not move here, it is a nightmare.
