We have had a few bed bugs since December 2010. Landlord sent an exterminator in March and we went through one round of extermination, but *only in one room* where someone was getting bitten. The exterminator insisted that there was no need to treat the whole apartment.
Almost three months later we continue to see bugs in the house, and continue to get bitten. The exterminator was supposed to come with a sniffer dog two weeks after the extermination, but he kept putting us off and eventually

brought the dog around the end of April. The dog didn't find anything.
Exterminator insists that they are gone even though we showed him one that we had caught two days before he came, and he confirmed that it was a bed bug. He says it's "normal" to see a few of them 2-3 months after the extermination process. He says we only need to worry if we discern a regular pattern of bites.
This contradicts everything I've read about bedbugs, so I am suspicious. However, we can't afford an exterminator on our own and this is the one the landlord provided.
So as of now we don't have bed bugs, yet I continue to see one or two around!!? This makes no sense to me. I am hoping (perhaps against hope) that the exterminator is right, but we continue to see them.
Some of us are travelling for the summer, so we will see in August and follow up with the landlord if necessary, though I no longer have much hope at this point.
Meanwhile, the landlord has threatened to raise our rent by 300 dollars in one go, to well above the prevailing market value for a unit this size.
