The first floor had outbreaks for a year, not the entire seven years. They were difficult to get rid of but the landlord hired an exterminator for visits upon visits. Seems to be under control now.

There have been repeated outbreaks of bedbugs in this building for YEARS, originating in the basement apartment and spreading up to the 1st and 2nd floors. I've lived on the second floor for a year and have been infested once, in the summer of 2010, but the people living on the first floor have had to deal with new outbreaks MULTIPLE times over the seven years that they have lived there.
