An apartment on the 3rd floor of the building reported bed bugs. The landlord agreed to exterminate that apartment, but refused to spray the entire building. About a week later, the tenant across the hall reported bed bugs. The landlord agreed to exterminate that apartment, but still refused to do the entire building due to extermination costs and the fact that the exterminators apparently did not see any actual bed bugs (the tenants had visible bites).
