i lived in this building. the woman in the apt above me warned me the building had bed bugs (this was after i moved in). the super refused to acknowledge the situation until i reported to the city and an inspector came and found a bed bug specimen.
finally they allowed me to move out - after 4 exterminations the bug were still in my walls, etc.
the entire building was not exterminated so the problem only grew.
