I live in Ocean Tower 3 (Harbour View 3). I heard about bed bugs before I moved in. I took this risk, because I had no choice (short on cash, hard to find something to rent in Halifax). Many building here have this problem.
There were no bed bug for the first 2 month (Sep. - Oct., 2010). At some point my girlfriend had some bights, but it didn't last for long. We didn't see any bugs. So it was had to place a complaint.
However, one nice evening a mice set in the middle of our living room and l
ooked at us. We discovered that we had a huge hole behind the fridge (so big, you will not think of mice). The hole was there before we moved in (I saw it). Our bulling manager promised to fix it before we move in. Well, they didn't. We had 7 mice died on our mice traps. I complained number of times, that mice traps are useless. Mice are smart, they made the hole bigger to get around traps.
Eventually, I just placed the plastic board to prevent them from running in (after I found them making out on my blanket, no jokes).
Now, the hard one. Cockroaches. These yellow bastards! All over the place! Not just the kitchen! The new management had worked on it in November 2012, and finally they are gone. They will be back. I am sure.
To those who are looking for a better place. I have moved around quite a bit. If the building is old, you will not have it perfect.

I am an employee of Capreit and we have taken over these buildings as of July 1st, It has been long days in addressing the issues that are here at this complex. But I can assure you we are taking all the measures we possibly can in dealing with any issues that arise and past issues mismanaged in the past. I have included below a letter recently we have sent out to Tenants with all the work we have been doing:

As you may have noticed, the CAPREIT team has been working diligent
ly to address any pest issues encountered since taking over management of Harbour View. Our process has included hiring a reputable and proven organization to take the site through a pro-active process of investigation and treatments. Each suite has been extensively examined by specialized canine unit and where any pests were found the suite is being treated with the best solutions that are available. We also treat the block of suites around the issue to stop the spread of any problems. At the 21 day mark, after a treatment, we re-treat if necessary and at 45 days we will once again engage the canine unit to look for any remaining trouble spots. Our treatments carry a one year guarantee and with the assistance and cooperation of all of our residents we soon hope to be certified pest free by our specialists. There are many other smaller tactics being undertaken to address pest issues, so rest assured we are going above and beyond to make Harbour View a place everyone wants to come home to.
If you would like to report a concern, please do so in order for us to address your issue immediately before it becomes a wider problem. Also, if desired by our residents, we will hold an education session with an expert on pest control to address any concerns you might have and to extend tips on how we can work as a community to create a clean and comfortable environment for everyone. Live in Tower 3 of Ocean Towers or as Capreit now calls it Habourview apartments. We started suspecting we had bed bugs after about 2 months of moving in but were in denial. After 3 months we knew and tried to treat ourselves. Afte 4 months we gave up and made them spray. They say the building is clean now but they also told us that before! We spent 60 dollars on laundry and had to live out of trash bags for two weeks between sprayings. DO NOT LIVE HERE

We moved on the 13th floor in tower 3 of Ocean Towers - can't remember which apt (it was all too traumatic for me, I've blocked it out) in September 2010. The second morning we were there, I woke up to see a bedbug crawling up the living room wall. I immediately went to tell the super and they said someone was coming to spray another apartment the next day, so they'd come to do ours. Thankfully we didn't have much unpacked, and we hadn't went to buy furniture yet, all we had in the apartment
was boxes, bags, a bed, and a tv and stand, and we immediately started apartment hunting - as far away from downtown as possible! Within the next two nights I was covered with bites, and I was pretty much obsessed with vacuuming. The guy from the pest control company came to spray once a week, and I vacuumed at least three times a day, but I was still seeing new bites every single morning. By the 15th, we had a new apartment lined up, so I started to unpack every single box, and repack to make sure no bugs were in them and I sealed up every single crevice with tape, so nothing could get in. Also, I washed every single article of clothing and linen and immediately put in double garbage bags hot out of the dryer and tied them up. By the last week I wasn't getting any new bites, but I was sure it was only a matter of time before we were infested again. I read in an article that if you can actually see the bedbugs you have a major infestation, because they tend to stay out of the light, and in the baseboards, etc, until night fall - well, I saw them everywhere, living room, hallway, kitchen (crawling across the counter). AND to make the best of it, the main manager for the buildings tried to blame us for bringing them with us - yet, the pest guy had already been scheduled to spray other apts, so obviously, we weren't the only ones. My time in Ocean Towers was a NIGHTMARE! And I suggest to anyone who is thinking of moving in here to RUN! RUN FAR AWAY! Unless of course you don't mind being terrorized by bugs that multiply exponentially. We left our bed, and the tv stand, as well as the new vacuum cleaner we bought when we moved in - I couldn't stand the thought of bringing anything that I couldn't tie up in bags, or seal up in boxes. Again, Ocean Towers was a NIGHTMARE experience - DO NOT ATTEMPT TO LIVE HERE!

my boyfriend and I lived in apt 1208 from 2006-2007 it took until the summer of 2007 before we got any bed bugs but by then I had a daughter not even a year old. we told the management and they sprayed (after we finally got a hold of someone) and we vacuumed 2x every day for a week like they said to. we did everything we were supposed to do. they didnt go away. we ended up throwing away our bed then we looked online to see if there was anything we could do ourselves. We tried tea tree oil and ru
bing alcohol. Neither worked. We ended up wrapping up our bed in painters plastic to smother them. It actually worked until we got holes in the plastic. We moved before Christmas that year and had to throw out everything we owned. It was a horrible experience. The exterminator told us that they are not allowed to spray the beds anymore but yet isnt that where most bedbugs live? We were also told by management that they spray the other apartments around the infested one but they never did. NEVER LIVE THERE!!

I lived in 5214 Gerrish Street from 2006-2008 and bedbugs were rampant throughout all buildings in this area. I had to through out all My furniture and move out of the city.

Ocean Towers is the BedBugs paradise. DO NOT LIVE THERE OR YOU WILL BE SORRY ABOUT YOUR SKIN AND FURNITURE. YOUR LIFE WILL BECOME MISERABLE AFTER. GOOD LUCK

We lived in Apt. 1306 at Gerrish tower, and were forced out because of bedbugs. We had to throw everything we owned away, as to prevent spreading it to our new place. Worst. Experience. Ever.
