annoyed on 09/12/2011

Hi there,
I live at 1378 Edward St in Halifax NS and I first noticed I was getting bitten around the month of February 2011. I went away for the summer and have returned and now the entire house is INFESTED! I have to move back in in a few days and don't know what to do. The owner of the house refuses to do anything about the bugs even though there are four small children living downstairs who are also getting bitten. I really don't know what to do..are there any laws that can force the house o
