This house is split into two apartments; #1 is downstairs and number #2 upstairs. The occupants upstairs have a bad bedbug infestation as diagnosed by a professional exterminator. The downstairs apartment has been treated to try and prevent the spread of the bedbugs while the landlord negotiates with the people upstairs.
