The bedbug infestation began about 2009. A new tenant brought them in and they soon spread through the house. The landlord finally agreed to treat the property but one tenant was a hoarder and that unit could not be treated properly. Now the landlord does not feel that it is his responsibility to do anything and when he does have the property treated he does only one or two units at a time.
