Bedbugs have infested a second floor apartment to an alarming degree and are now spreading to other apartments. Second floor tenant has refused chemical treatment for apartment and other tenants fear for their well-being in the building. He is opting for "heat treatment" which can simply make bugs run to other locations in the building rather than killing them.
