The building owner would not pay for the extermination/eradication of the bed bugs even after he received an order from the health department to do so. He was trying to negotiate with us to have us pay 50% of it, even though the law clearly states it is 100% his responsibility and he had an order from the Los Angeles Health Department ordering him to take action. He even went so far as to threaten us verbally over the phone stating that he would evict us. Finally after that di

fficult phone conversation during which I told him that the city of L.A. will take him to court if he fails to perform his legal responsibilities and if he neglected his duties for 6 months that the city would place a lien on his building and he would not be able to make any money on the property at that time we ended the conversation. About 30 minutes later, the building manager called us and told us that the owner would pay for the exterminator to eradicate the bugs, and the manager wanted to schedule the exterminator as soon as possible. After the exterminator's visit, our apartment seems to be bed bug free. It has been about 3 weeks since the exterminator visit.

The laws that cover this are:
California Civil Code sections 1941 and 1941.1 & California Supreme Court case of Green v. Superior Court (1974).

Make sure that you know your rights and stand up to difficult landlords. I'm told by people who help others know their rights that our experience is all too common.

Investigated further and found that others in the building have had and do have bed bugs as well. We are cleaning as much as possible using information obtained in a lot of great sources on the web and looking forward to sharing all the information we have with the health inspector.

Over the last month and a half or so we've been bitten numerous times and it increased significantly in the last couple weeks. We laid down salt and baking soda in the carpet to treat as we did previously to get rid of fleas which worked great to kill fleas. It did not fix the problem.

We performed a major cleaning today and as a part of that found one quite large live bed bug. We are now 100% certain that bed bugs are the problem. We are cleaning thoroughly and attacking them.
