I lived at this address for quite sometime and the upstairs were pleasant people. There was no mold, filth, bedbugs or any other disgusting things that you speak of. Seems as if you have some issues.

Dump, filth, mold, BUGS galore, your worst nightmare as far as accomodations go. I highly recommend investigating what kind of people live upstairs before renting accomodations underneath (they could be the ones bringing in the infestations!).
